Foobar is a good plugin for adding simple notification bars, announcements and call to action bars to websites. The admin interface makes it very easy to set up.
Just what you need in terms of settings to get started. The pro version allows you to go further for those who earn money with their websites

Easy, Simple, & Does The Job

We were using another notification bar plugin before and it produced an impressive amount of new bugs with every release.
After fixing some of them on our own, we decided to try out this one.
It’s simple, easy, and most importantly, does the job (Has the customization option as well, which I just loved).
I’m pretty surprised to see this low amount of active installations tbh.
Anyway, keep up the good work guys.
